BROOKE and DISTRICT CRICKET CLUB
CONSTITUTION & RULES

ASSOCIATION NAME

The name of the Association shall be Brooke & District Cricket Club

 

CLUB PREMISES

The Club’s premises are Brooke House Park, Bungay Rd . Brooke

 

PURPOSE OF THE CLUB

The primary purpose of the Club is to promote physical activity and healthy lifestyles. It will also support and foster any other activities which will improve and widen the facilities it offers to the community.
 
There is a firm commitment in the Club to provide a safe and enjoyable environment for all those who use it so that they can participate in the healthy and social activities available regardless of their age, gender, race, religion, sexual orientation and level of ability or disability
.
The Club will assume a duty of care to all its younger members by adopting, in full, the most up to date national guidance and ensuring that who come into contact with young people are checked through the procedures of the Criminal Records Bureau.

MEMBERSHIP

There will be 3 categories of membership of the Club and these shall be open to anyone. The categories are :

  1. Ordinary members, being 18 years and above when they become  members.
  1. Youth members, being between the ages of 8 and 17 when they become members
  2. Associate members some of which will be specifically known as Vice-Presidents, Life Vice-Presidents, Social or honorary members. These persons should demonstrate an active interest in the work of the Club.

MANAGEMENT OF THE ASSOCIATION

The principal officers of the Club shall be the President, Chairman, Vice-Chairman, Secretary and Treasurer.

The affairs of the Club shall be managed by the elected Ordinary Committee which consists of the principal officers, the House and Grounds Secretary, the Child  Welfare Officer, and the Social Secretary . Other members may be co-opted onto the Ordinary Committee for specific reasons discussed and agreed in a committee meeting. These co-options shall be voted upon and any election shall be by a simple majority.

Members of the Ordinary Committee shall be elected annually by the General Committee. Nominations for the Ordinary Committee and must be received by the Secretary, in writing, not less than 24 hours before the Annual General Meeting.

The Chairman shall not seek re-election for the year following 2 consecutive years of office and the Secretary and Treasurer may not seek re-election the year following 3 years of office. This rule may be waived if no new candidate can be found for these posts.

Within the Ordinary Committee shall be elected a sub-committee to run the activities relating to the licensed sale of intoxicating liquor. The membership of this sub-committee must include the Bar Secretary.

The General Committee shall consist of the ordinary Committee and any other members of any category who attend.

 

MEETINGS

The Ordinary Committee shall meet at least once a month throughout the year.

The General Committee shall normally meet once a year, not more than 2 months after the financial year end. The Annual General Committee Meeting is held to transact the following business :

  1. To receive and, if approved, adopt a statement of the Club’s accounts for the preceding financial year.
  2. To consider, and if approved, to sanction any alterations to the Club rules.
  3. To elect members of the Ordinary Committee.
  4. To appoint an auditor.
  5. To deal with any special matter which the Ordinary Committee wishes to bring before the members, and to receive suggestions for consideration by the General Committee.

The Annual General Meeting shall normally be held in November. Notice of that meeting shall be sent to all members not later than 14 days before the date of the meeting and shall include the Agenda for the meeting.

An Extraordinary General Committee Meeting can be called at any time by the Ordinary Committee, if they receive a written request from at least one-fifth of the total club membership, or at least 15 members if that is the greater number.
The object of such a meeting must be one of the following :

1. To consider, and if approved, to sanction any alteration(s) to the rules of the Club.
2. To deal with any special matter which the Ordinary Committee wishes to 
    place before the members.
3. To receive the resignation of the entire Ordinary Committee.
4. To consider such matters as are specified in the notice from the members   
    requiring the meeting.

Notice of an Extraordinary General Committee Meeting must be circulated to all
Members, and posted on the notice board not less than 7 days before the meeting date, and shall include the agenda for the meeting.

The Chairman of any Ordinary Committee Meeting shall generally be the Club’s Chairman. Failing this a member at the meeting can be elected for that purpose. If there is equality voting the Chairman shall have the casting vote.

The Chairman of the General Committee shall normally be the President of the Association. Failing this the General Committee can agree an alternative chairman at the beginning of the meeting. This should be one of the Principal Officers.

The quorum for an Ordinary Committee Meeting shall be 4.
The quorum for a General Committee Meeting shall be 15.

All members, other than youth members shall be entitled to vote at all committee meetings.

 

FINANCIAL MATTERS

The financial year for the Club shall end on October 31st.

The Treasurer shall be responsible for paying all monies received into the Club’s bank account(s), and for monitoring all Club expenditure. Cheques may be drawn on the club account(s) by any 2 of the 5 Principal Officers.

The Treasurer shall keep such books of account as will enable him/her to prepare periodic Income and Expenditure Statements for the Ordinary Committee. Such statements must be prepared and presented at least twice yearly.

The books of account shall be audited as at 31st October each year by the auditor appointed at the Annual General Meeting. This audit should take place within 2 months of the year end. Any significant problem arising from the audit will initially be discussed by the Ordinary Committee.

A certified total year Income and Expenditure Account and a Balance Sheet should be  laid before the Annual General Committee for approval.

 

BUILDING OPENING

The building shall be open at times decided by the Ordinary Committee. These hours will be displayed at the premises. The only permitted hours for the sale of intoxicating liquor are :

            Weekdays – 10.30 to 23.00
            Sundays, Xmas Day & Good Friday – 12.00 to 22.30

No intoxicating liquor shall be sold, supplied or consumed in any room of the clubhouse while that room is occupied predominantly by young persons under the age of 18. 

 

EXTERNAL ORGANISATIONS

The Ordinary Committee may organise functions on behalf of Club members, in furtherance of the purposes of the Association, and allow visitors to the Association’s premises on these occasions. Such visitors may be served intoxicating liquor for consumption on the premises.

The number of such functions should not exceed 12 in any one year, or such lesser number as indicated by the Licensing Authorities.

The sale, supply and consumption of intoxicating liquor may take place on the premises at functions indicated in the above paragraph, but not to and by persons under 18 years of age.

The Police shall have access to the premises at all times that functions are taking place.

Visitors and guests will be asked to sign the Visitors Book and the entry counter-signed by a Club member. Such visitors if they are over 18 years of age may be sold or supplied with intoxicating liquor by or on behalf of the Club, for consumption on the premises and not elsewhere.

Guests of members may be admitted to the clubhouse. Intoxicating liquor may be supplied to such guests for consumption but the member must be responsible for payment. The intoxicating liquor must be for consumption on the premises and not elsewhere.

The Ordinary Committee has the power to make rules for the good order of the Club providing that these are consistent with the general club rules.

 

DISCIPLINARY PROCEDURES
(excluding those relating to non-payment of subscriptions)

The Ordinary Committee shall have the power to suspend or expel, by majority vote, any member of the Association who offends against the rules of the Club, or whose conduct in the opinion of the Committee renders them unfit for membership.
Before any such action is taken the member shall be given 7 days written notice to attend a meeting of the Ordinary Committee to discuss the matter. The notice shall contain particulars of the case against him. At the meeting he shall be given the opportunity to defend his position. After hearing all views on the case a decision will be taken about the appropriate action.

 

ALTERATIONS TO THE CONSTITUTION & RULES

Alterations to the constitution and rules can only be approved by the General Committee. Proposed alterations must be circulated to all members not less than 14 days before the Annual General Committee Meeting. If approve the new wording takes effect from the date of the meeting. The alterations may be subject to any conditions that may be imposed on any certificate issued to the club by statutory bodies.

A full copy of the amended rules must be sent to the Licensing authorities. A copy of the amended rules must also be displayed on the notice board.
